Civilian Human Resources Building

Civilian Human Resources Office, Southeast

Because more than two-thirds of the base’s personnel are civilian employees, the Civilian Human Resources Office-Southeast plays a vital role in helping managers and supervisors to find, motivate, properly pay, develop and retain quality workers, and to promote equal employment opportunities for all. The Federal Employment Program is based on public law, Presidential Order and regulations issued by the U.S. Office of Personnel Management. The base’s HRO not only guides officials in operating a proper personnel program but also offers information in response to inquiries from the general public about jobs in the Federal Service. The HRO is located in Bldg. 3010, just outside the Main Gate. It is open to the public Monday - Friday, 8 a.m.- 4:30 p.m. A 24-hour recorded message about current job information is available by calling 639-5458. The HRO administers personnel programs through the following functions:

Personnel Operations Section

The Personnel Operations Section provides advisory service to managers, supervisors, and employees on the following functions which are performed by the Human Resources Service Center, Southeast: establish positions; determine occupational categories and grade levels for pay purposes; determine eligibility for positions; refer candidates for vacancies; conduct the Merit Promotion Program; ensure properly documented personnel records; manage and promote effective use of the Defense Civilian Personnel Data System and maintain employee records.

Labor-Employee Relations Section

The Labor-Employee Relations Section provides guidance and advice to managers and supervisors on the administration of the Master Labor Agreement and management and employee rights and responsibilities. Assistance is provided to supervisors in maintaining positive and productive employee relationships and in avoiding unfair labor practices. Assistance is also provided to managers and supervisors on matters concerning conduct, disciplinary actions and performance-based actions.

Personnel in this section process employee grievances and serve as the liaison between the activity and the Human Resources Service Center- Southeast on employee benefit matters such as the health and life insurance programs, Thrift Savings Plan and retirement.

Labor-Employee Relations personnel are available to advise management and employees on concerns regarding the Incentive Award Program, the Performance Management Program, and leave and overtime issues.

Equal Employment Opportunity Section

The Equal Employment Opportunity Division provides the administration and management of the following EEO Programs: Model EEO Program/Affirmative Employment, Special Emphasis, Alternative Dispute Resolution, and Discrimination Complaint Processing.

This division assists managers in identifying low participation of minorities, women, and people with disabilities in our workforce by protected groups identified under the Civil Rights Act of 1974, as amended, and develops a Model EEO Program/Affirmative Employment Plan with strategies and recommendations to eliminate the disparity among the protected groups when applicable.

This division also develops EEO training for managers, supervisors, and employees to foster open communication between management and employees; advises and counsels managers, supervisors, employees, job applicants and former employees on EEO law, executive orders, directives and the Navy's policy on EEO; administers the EEO complaint process and informs individuals of their rights and responsibilities regarding complaints of discrimination based on race, sex, age, religion, handicap, national origin, and reprisal in accordance with the Equal Employment Opportunity Commission.
